From more than a decade, Dedalus promotes sheltering and caring activities for unaccompanied minors. They are children under 18, migrated on their own and living in the countries of destination not accompanied by a parent or other adults responsible for their legal protection and care. Some of these minors are completely alone, others have one or more relatives living in Italy and belonging to the enlarged family. They lived a hard emigration experience and actually bear the heavy responsibility of a migration project which must ensure the financial support of their families in the country of origin.
Our interventions are aimed at defending their rights and supporting their migration project goals by promoting their education, access to the social and health services and job integration.
Our methodology is based on building of an “individual integration programme”, in collaboration with each minor, focused on their needs and according to their projects for the future.
In this field we also work at constructing of networks between the several public and private agencies involved in the policies for integration of migrants by organizing round tables and promoting of local agreements on best practices to be implemented. In the last four years we have designed and experimented in Naples a new practice for social and legal care of minors hosted in the city shelters based on the assignment by the Mayor of the legal guardianship of minors to so called "ethnic guardians".
The ethnic guardian is a long standing immigrant with proven experience as social operator and/or cultural mediator, selected, trained and placed in a municipal register held by the Municipality.
He/she is appointed to be legal representative for the minor needs and to act in his sole interest. The guardians are highly professional and usually originate from the same area of the assigned minor in order to gain their trust quite easily, due to the cultural similarity and mutual identification.

Dedalus is engaged in anti-human trafficking since 2000, focusing on the social protection of victims of sexual and labour exploitation, forced and slavery labour, begging and exploitation in criminal activities, involving women, minors and men. We provide street level activities aimed at getting in touch with the potential victims, providing them with several information materials and preventing the diseases sexually-transmitted. These interventions are also aimed at building and developing a trust relationship between victims and operators.
Dedalus provides individual assistance and social protection programs for victims escaping from traffickers; these programmes shall include: sheltering in protected houses, legal counselling, psychological support, health care, educational training and job integration, realized trough individual counselling and training activities.
These activities are coordinated and supervised at national level by the Department for Equal Opportunities – Prime Minister’s Office, which is the central public authority in charge of promoting and coordinating policies and actions on anti-trafficking in Italy, with specific regard to a human rights based and victim centred approach. Both the “programs for temporary and emergency assistance ” and “long term social protection” are in the framework of article 13 of Law 228/2003 and article 18 of Legislative Decree 286/98 (Immigration Consolidation Act). Dedalus is also involved in the national network of “Free Help-line” (Numero Verde Anti-tratta).

Dedalus is engaged from more than ten years in promoting rights and wellness of migrant women in conditions of difficulties, trough the implementation of actions based on a gender perspective. We work in favour of lone women and lone mothers, who generally live more disadvantage and poorer conditions than the general population of migrants. We promote social programmes aimed at their autonomy and emancipation by providing caring and sheltering, psychological support, legal counselling, orientation counselling and training, all aimed at supporting their social and labour inclusion.
Dedalus also provides social protection and re-integration programmes for women, both Italian and migrants, victims of domestic violence who get in touch with us trough the "Free help-line" 1522, the anti-violence support centres, and other public and private social and health services.
These women are also attended both in all the judicial proceedings against the perpetrators, and in a psychological path, addressed to counter the effects of violence on their self-esteem. Counselling also involves their children, who are direct or witnessed victims of domestic violence, in order to prevent negative consequences for their behaviour and mental health.

Dedalus manages some shelter houses for people living a condition of difficulty: unaccompanied minors, women, lone mothers, victims of domestic violence and victims of exploitation and trafficking in human beings. Providing these activities is not only housing or giving temporary help to those who are in troubles; it is about empowering them to take care of themselves, to develop a psychological, economical and social stability that will allow them to integrate in the labour market in order to be autonomous. That’s why we have several levels of shelter houses, according to the different steps of this empowerment path. The emergency housing lasts no more than four months and is dedicated to the recognition of the recipient needs, to a first psychological screening and treatment, to set up the main administrative paths for migrants in order to obtain a stable condition with regard to the law matters. In the second phase each person can work, helped by the operators, on building of the assumptions to integrate and emancipate themselves (education, empowerment of personal and professional capacities) by focusing on their projects for the future. Then, when these goals are achieved and persons have a first labour experience, our sheltering activity is gradually softer and guarantees only the main living conditions with a very little work made by the operators. That's what we call semi-autonomous shelter house. At the end of this path, those people who need to be helped in order to take a house by themselves can be supported by a social housing or a micro-credit project trough "Caracoles" association, of which Dedalus is co-funder and member.

Dedalus is engaged in several actions for promoting social inclusion of immigrants, working on the different causes of troubles in their migration path. One of the main difficulties for those migrants who have a long term migration projects, is to find a good housing, in order to elect their residence for asking and obtaining all kind of permit of stay and to realize a family reunification. According to the restrictive Italian law, these houses must have specific health features and characteristics to be declared eligible. Frequently these kind of houses are not available for migrants and/or the economic deposit required to sign a lease is too expensive for them, if compared with their salaries.
Dedalus is member of “Caracoles” association, an organization engaged in a particular kind of social estate brokerage between migrants and property owners, in order to facilitate the access of migrants to eligible houses, also by fighting prejudice and discrimination against migrants as potential tenants. Caracoles also supports migrants in the phase of signing of the contract and provides counselling to obtain micro-credit to support the initial expenses. Credits are financed by an Italian ethically oriented bank - Banca Etica - which is another co-funder and member of Caracoles association.

Dedalus operates in the field of intercultural education by collaborating with several schools and by managing two intercultural centres. In the schools we propose measures of cultural mediation and tutoring in order to support the integration of migrant minors in the classrooms and in the educational path. We work mainly with those children who were reunited with parents after starting the path of education in the country of origin and thus have more difficulty adapting to the new language and school context.
We manage two Intercultural and educational centres in Naples, one of which is located in a property confiscated from the organized crime. The activities of the intercultural centres are addressed both to migrant minors and include: after-school activities, as individualized and supported learning and homework support, arts and crafts activities and workshops both for cultural integration and for maintenance and enhancement of language and culture of origin, computer and language courses. Aiming at create true poly-functional centres, in these sites are also hosted several activities addressed to all migrants, such as an information and orientation point, a legal and administrative advice point.

Dedalus also provides several services for dropped out, who are an increasing social problem in our metropolis, due to the higher poverty and marginalization of groups at risk.
We adopt the harm reduction approach to a variety of high-risk or potentially harmful behaviours such as alcohol or drug abuse, street prostitution activities of adults and young men and women and homeless.
We also provide services linked to the street level activities such as a low threshold admission centre for drugs and alcohol abusers, where we offer listening and first aid, information, orientation and mentoring.
More recently we are working with Roma people, in their illegal camps, where living and health conditions are at high risk because of both the general conditions of life and the increase of prostitution phenomenon involving young members of families.

Cultural mediation in the public and private social and health services has the objective of facilitating communication between local and migrants citizens, intended to promote mutual knowledge and comprehension aimed at favouring a positive relationship between subjects of different cultural backgrounds. The main characterising elements of cultural mediators are communicative competences, empathy, active listening and good knowledge of both the hosting country and country of origin (culture, laws, traditions, etc.). That’s why, in our opinion, cultural mediators must be foreigners citizens who lived a migration experience in Italy before becoming professionals. Cultural mediation is both a methodology and a service.
As a methodology, it cuts across all the services promoted by Dedalus; as a service, its presence is mainly planned as activity in support of social and health services, where cultural mediator work along with the operators.
Dedalus provides cultural mediation services by using two main intervention mode:
- planned activities, during the opening hours of the services;
- “on call”, on the base of emergencies or of the specific needs expressed by the operators in their relation with the users.
Our cultural mediation interventions are mainly concentred in: hospitals and health care services, with special regard to the women medical centres; the social services provided by municipalities; the educational services and the schools; the orientation and information services for migrants; in the street level activities and in the prisons.

Our labour market offers a few opportunities for regular and qualified employment and high unemployment levels, mainly due to a structural lack of demand, also if in presence of a wide range of irregular and unskilled jobs. In this context, characterized by segmentation of the labour market, the activities of job orientation for groups at risk of hardship and marginalization is of central importance in social work.
The opportunity to be integrated in the regular labour market, is much more important for migrants, who must demonstrate to have a regular work in order to obtain and retain their permit of stay.
The activities of job orientation, counselling and training cut across all the other activities aimed at promoting and supporting social integration and autonomy of the users of our services.
On one side we work on the emancipation of users, by enhancing both their personal resources and capacities and their educational and professional skills. This path is based on an individual counselling, made up on the method of "skill balance" and specific actions aimed at empowering those competencies and expertises, both basic and specialist, needed to be competitive in the labour market. On the other side the individual counselling is aimed at facilitating the matching between demand and supply of labour, by fostering job trainings and internships and teaching methods to the "active job search".
This method is very helpful both to empower the ability of users to apply for a job and to make a job experience, especially for those users who have never worked before and must strengthen their abilities and the capacity to work in a group.
We work on job counselling of immigrant minors and adults, Roma, children who dropped out of school, women, lone mothers, victims of violence and of trafficking, inmates and ex-inmates.

Dedalus manages several services to promote equal opportunities of access to the educational, social, health and employment services for migrants.
The main difficulties of social integration experienced by migrants in the local context are linked to their hard relationship with local services in terms of: lack of information on the legal and administrative rules, lack of information available, lack of knowledge of their rights, lack of familiarity with the services system and language difficulties. This situation leads to the inability of migrants to enjoy of their rights, also those formally granted, not for lack of essential services but for their inaccessibility.
That’s why Dedalus provides some information points and orientation services, held by cultural mediators and legal counselors, in order to support the of migrants access to the services.
These services, as the cultural mediation services, are a valid support also for the operators of public services, who must meet the migrants needs but don’t have the skills to do. In fact, in same cases, cultural mediators attend to the services the users who need more assistance in the relationship with schools, health, social and employment services, police. Information points are also “on call”, in the case that these services need to be supported by our mediators and legal counselors.

Since 1986, Dedalus dedicates most part of its activities in studying migratory flows, particularly by researching on the placement of migrants in local labour market and on their integration in the local context.
Our research activities are based both on a traditional theoretical-academical approach and on the action research; in fact Dedalus uses a specific way of making research, that privileges a highly operating methodology.
Trough managing social services and innovative projects addressed to different targets of immigrants, concerning several intervention fields, we have a continuously upgrade picture of migration phenomenon and a needs assessment of immigrant integration. We use the feedback of the daily relation with migrants involved in our integration projects, to re-design further interventions. On this base, we also formulate suggestions to the policy makers in order to accelerate the integration process and to promote intercultural dialogue. This approach conjugates the survey and the participation. It’s used to plan out, together with other stakeholders, the possible solutions to integration problems, by assessing the migrants needs, documenting the steps of inquiry, analyzing data, and making informed decisions that can lead to desired outcomes.

Dedalus is a Training Centre recognized by Campania Region in compliance with national law.
It realizes training courses for social professions - initial, higher and continuing training - in the field of the policies for immigration, childhood and employment . These courses are addressed to all, with a special regard to social operators, immigrants, students, media operators, executives and operators of public authorities and of health care services (as doctors and nurses).
Dedalus also promotes training courses addressed to the recipients of social services.
These courses are aimed at the social re-integration, employment and autonomy of people in conditions of difficulty taken in charge by social services.
We work on training of immigrant minors and adults, Roma, children who dropped out of school, women victims of violence and of trafficking, inmates and ex-inmates.
